New Bedford Housing Authority
Meeting the Energy Challenge in Public Housing
For the New Bedford Housing Authority (NBHA), managing energy costs is critical to maintaining safe, public housing for residents. As one of the largest housing authorities in Massachusetts, NBHA continuously seeks ways to reduce operating expenses and enhance sustainability. Expanding its use of solar power was a logical next step, but the financial burden of upfront investment and long-term maintenance posed a significant challenge.
A Cost-Free Solar Solution with PowerOptions
Through PowerOptions’ solar Power Purchase Agreement (PPA), NBHA was able to install solar arrays at its Crestview and Westwood properties with no capital investment. Under this model, the solar developer Sunwealth, selected through PowerOptions’ competitive procurement process, constructed, owns, and maintains the systems while NBHA purchases the electricity at a discounted rate. This arrangement not only eliminates upfront costs but also allows NBHA to benefit from monetized incentives and tax credits in its lower price for electricity — savings that directly support its core mission.
Long-Term Benefits for NBHA
With solar energy now helping to power Crestview and Westwood, NBHA is reducing long-term electricity costs while advancing its sustainability goals. The 20-year agreement ensures predictable energy savings, freeing up funds for other essential housing programs. By eliminating the burden of system maintenance, NBHA can focus entirely on providing quality housing for its residents.
With PowerOptions’ solar program, NBHA continues to set a strong example of how public housing authorities can leverage clean energy solutions to drive financial and environmental benefits.
