Scope of RFP

PowerOptions is soliciting proposals from interested providers to offer PowerOptions Members participation in remotely located renewable energy projects – with or without the associated RECs. 

To obtain the Request for Proposals or submit questions, please email renewableRFP@poweroptions.org with the subject line, “PowerOptions Renewable RFP”. 

Only questions submitted in writing will be provided a response. No questions will be entertained over the phone. The deadline for all questions is Thursday, February 19th, 2026 by 5pm EST. Questions and answers will be posted on Thursday, February 26th, 2026. 

PowerOptions reserves the right to reject any and all submissions.

Timeline for RFP process:

  • RFP issue date – February 5th, 2026 
  • RFP question submittal due date (by 5pm EST) – February 19th, 2026  
  • RFP Q&A posted to poweroptions.org/renewableRFP – February 26th, 2026  
  • RFP response due date (by 5pm EST) – March 12th, 2026 
  • First post-RFP Enrollment Window – July 6th-17th, 2026  
  • Second post-RFP Enrollment Window – October 5th-16th, 2026 
  • Third post-RFP Enrollment Window – January 4th-15th, 2027

No, neither PowerOptions nor PowerOptions members will be purchasing CPECs from MA under this program.


It is very possible we have members in Maine who would be interested in CMP kWh bill credits from a community solar project, and we encourage responding with offers for this. The expressions of interest only represent members who proactively inquired about opportunities and we expect much more interest as we market opportunities. 


$/kW are preferred. Respondents are welcome to submit alternative remuneration structures, but please also include a proposal in $/kW.
